Large sites are rarely built at once. They are built in phases, often across years, often by different contractors. Without a master plan each phase quietly contradicts the last, and by the third one nobody can say what the finished thing was supposed to look like.
What a master plan settles
- Zoning: what each part of the site is for, and how people move between them
- Phasing, with each phase usable on its own rather than a building site until the end
- Tree positions fixed early, because they are the one element that cannot be moved later
- Services routes, so irrigation and lighting are not cut into finished paving
